This new region came together around the shared vision of protecting community identity in the face of growth. The 180 Alliance READI plan secured $20 million for diverse supporting projects.

Heritage Lake Wastewater Improvements

Heritage Lake Wastewater Improvements

The Clear Creek Conservancy District is a special district unit of government, which operates a wastewater treatment plant for 6 subdivisions of Heritage Lake. The plant has reached its capacity of 0.4 MGD and is over capacity when wet. In 2019, average daily flow was the highest on record at 475,000 GPD which triggered a warning letter from IDEM. CCCD also received Sewer Ban Early Warning letters in November 2020 and April 2021. While efforts have been made to control Inflow/Infiltration by completing manhole inspections, repairing sewer mains and continuing I/I inspections for every house sold, additional treatment capacity is necessary to comply with IDEM requirements and meet increased demand. The proposed project starting Nov 2022 will increase treatment capacity from 0.4 MGD to 0.9 MGD by May 2024. Funding contributions are made by Putnam County, Clear Creek Conservancy District and 2023 AV Improvement amounts. This will allow capacity to meet needs for current and projected flow and waste loadings. The project includes headworks upgrades, a third oxidation ditch, an additional clarifier, replacement of existing chlorine disinfection with UV disinfection, additional sludge management piping, upgraded lift station, and outfall sewer. The preliminary effluent limits are significantly lower than the current limits of the existing plant for CBOD5 and TSS. Current number of connections are 1,590 w/ 26 pending where the updated plant will be ~2,200 connections.

Boone County Housing and Utility Study

Boone County Housing and Utility Study

The purpose of the housing needs assessment is to identify existing and future housing inventory throughout Boone County and to determine strategies that will help ensure the housing market provides opportunities for all income levels with a primary focus on the workforce housing needs of Whitestown and Lebanon. Included in this study will be an assessment of existing housing conditions, present and future demographic market demands and identification of critical housing gaps both now and in the future. In addition, the study will include a utility needs analysis focusing most especially on the western part of the county (Jamestown, Thorntown and Advance) to determine areas that could best be served by utilities in order to prepare for strategic growth. The study is expected to take approximately 12 months for completion and is anticipated to begin in January 2023. The project consultant will provide evidence based and creative strategies to address the current, short and long-term needs of housing in Boone County. The study will serve as a critical roadmap for county decision makers when analyzing future housing projects.

Artesian Avenue Housing & Infrastructure (Martinsville)

The City of Martinsville and the Morgan County Drainage Board contracted to complete drainage studies of the Lewis Sator ditch and the Hilldale Cemetery ditch, which determined that the infrastructure of both watersheds is at capacity and cannot support further development. Preliminary engineering analysis has identified that a combination of a two-stage ditch, or regional detention, will be required to increase capacity. The project involves the creation of a two-stage ditch downstream of Artesian Avenue extending approximately 3,000 feet to just upstream of Mahalasville Road. The project also includes the installation of new water distribution and sanitary sewer conveyance to serve the 80-acre area. the bid for the original Artisan Avenue ditch project in Morgan County came in well below the engineering estimates. The low bidder was qualified and responsive and the work is mostly complete. This leaves considerable budget in the approved READI investment. The county and city, in partnership, are requesting to expand the scope of the project within the original READI investment to include three additional projects: the Sartor Ditch culvert, Artesian Acres, and Hillsdale Cemetery Ditch. The projects are described more fully in the attachments. These ditches functionally drain the developed and developing areas of Morgan County in and near Martinsville. Investment in them allows for the new development that was part of the original project.

Stone Eater Park

The project is construction of a mountain bike park, named Stone Eater Park celebrating Chief Stone Eater with interpretative features. The park will be accessible and adaptive and provide riding experiences for families though competitive events held in partnership with the National Interscholastic Cycling Association. The park will be free and open to the The City of Lebanon is partnering with Marian University cycling and the Hoosier Mountain Bike Association to bring additional events and activities to the park. The READI portion of the project is for infrastructure projects in the park plan including stormwater and pavement, power to the park, and trail amenities. The City of Lebanon owns and will maintain the site and has a long-term obligation to environmental monitoring of the former landfill site. The outdoor recreation economy is large and there are 6M cyclists within a 3-hour drive of Lebanon. Approximately 15% of Americans identify as some kind of cyclist. Construction is expected to start in February 2023 and be completed by July 2024.

Purple Heart Parkway

This roadway extension of Purple Heart Parkway from US 231 to Ladoga Road will be owned by the City of Crawfordsville (Phase 1) and Montgomery County (Phase 2) and maintained by each government entity to facilitate development in the area. This is a joint project between the City of Crawfordsville and Montgomery County. Phase 1 will be in the City of Crawfordsville, Phase 2 outside the city limits in Montgomery County. The roadway extension is critical in providing connectivity to anticipated residential, commercial, and industrial development in the area. New 300 unit apartment complex on the new roadway is not possible without site access. Multi-family housing provides an array of benefits including more intense and dense land use patterns that reduce sprawl and limit the effect of development on the environment. The READI funds will be used for construction. Local government match is split between the city and county. The multi-family housing new construction of 300 units is the private match. The project is estimated to start in June 2022 and end in May 2025.

Graham Road Extension (Franklin)

The project is a road extension to support development of a 350,000 SF cold storage facility in Franklin. The City of Franklin will build and maintain the road. Construction should be complete in early 2024. Current site access is difficult for trucks and will negatively impact residents when the facility is operational. The current layout of Graham Road consists of a severe 90 degree turn, resulting in issues with traffic, access, and safety. The extension will allow traffic to go straight on Graham Road and permit an appropriate entrance to the site. The project detail is a two lane extension of Graham Road north to Earlywood Drive with shoulders, passing blisters, and accel/decel lanes. The project also supports improved traffic flow for the surrounding industrial district. The READI funds will be used for construction activities, with some construction funding from public and private sources and soft costs being covered by public and private funds.

The Albert S White Parallel Water Main & CR 200 S Sanitary Sewer and Water Main Extension project consists of the installation of approx. 340 LF of new 16” water main along Albert S. White Drive from CR 450 E to the east to tie into an existing 16” water main, approximately 970 LF of new 12” water main along Albert S. White Drive from CR 400 E to CR 450 E, and approx. 1520 LF of 18” new gravity sewer and four (4) new manholes along CR 200 S from Main Street/CR 650 E to the existing 18” sewer at the dead end of Sugar Creek Lane. The water mains along Albert S. White Drive will allow more water to feed into the Legacy Core area and new subdivision developments in the area. The new 18” gravity sewer along CR 200 S will be able to serve future developments within the area shown in purple on the attached map. READI funds will specifically be used in the CR 200S portion of the total project for construction. Approximate timeline is 10/24-9/25. Funding partners include Town of Whitestown and Braun Development.

Ronald Reagan Sewer Project (Brownsburg)

This project is a sanitary sewer extension to support development northeast and along the future Ronald Reagan Parkway Corridor. The extension of sanitary sewer is needed to meet the demand of future growth in the corridor and attract economic development opportunities. Approximately $20M in recent investments to the sanitary sewer system have been completed. A separate 36" sanitary sewer is being bid in late 2022 running east/west along CR 700N. The project will be a 24" gravity sewer to run from CR 700N to Maloney Road paralleling the future Ronald Reagan Corridor. The extension will provide service for 3,960 EDUs. Design will begin in early 2023 and construction will be complete by the end of 2024. Properly sized and designed infrastructure allows for regional economic development without the pollution risk associated with on site/septic treatment facilities.

This project is an upgrade of an existing sanitary lift station facility to address capacity issues. The current facility does not have the capacity to handle flow from future commercial and industrial projects. A larger lift station is needed to serve the ongoing growth of the area. The rapid expansion of industrial development along the I-65 corridor has prompted the need for utility improvements. Engineering work for the facility upgrades has been completed. The upgrades will include larger wet well and valve vault, new piping, and upgraded control panels. The project will begin with bidding in late 2022 and be complete in late 2024. Sewer capacity allows for new commercial and industrial development without environmental risk of private/package treatment facilities.

The Easton Gray project seeks to provide public infrastructure for a mixed-use development featuring residential units, a new Town Hall, and various civic/community uses. Public infrastructure is needed to help facilitate the development of the 66-acre town center/riverwalk district area. The public infrastructure includes construction of roads, sanitary sewer lines, sidewalks, and trail extensions to connect to an existing trail system. Construction will begin in the Q1 of 2023 and be completed by Q4 of 2024. The infrastructure will allow for more dense development and needed housing and commercial development in Avon that is walkable and can begin to mitigate the low density, car-oriented development pattern of the community. READI funds will be used to help construct the sanitary sewer lines. Funding contributors include the Town of Avon and Republic Development.

Lincoln Park - Crawfordsville

Renovations to Lincoln Park, to improve the quality of life in the community. Project includes upgrades to improve entrance sign, parking lot, basketball courts, play structure, shade shelter, decorative fencing, site furniture, and landscaping. READI funds will be used to cover costs related to parking lot striping and clean up, play equipment, and a shelter. While the City of Crawfordsville will provide funds that will be used towards construction costs such as site preparation, landscaping and engineering. Construction is expected to start in January 2023 and be completed by June 2024. The project will provide an outdoor space for the general public to enjoy free of charge while also providing a boost to an economically depressed area.

Brickyard Nature Park - Crawfordsville

Brickyard Nature Park - Crawfordsville

Development of a new 70-acre nature park on land owned by the City of Crawfordsville. Brickyard Nature Park will create a unique regional outdoor recreation amenity just minutes from downtown Crawfordsville. The City owns 104 acres on the south edge of the Crawfordsville Commerce Park. Portions of the site will potentially be used for further development of the Commerce Park, while 70 acres will be dedicated for the park. The project is expected to take approximately 17 months for completion; and includes: entrance sign, paved parking area, gravel trail, shade shelter, and a nature play area. The READI investment will be in grading and site work, drainage work, entrance/wayfinding signs, and the entry shelter.
