Phase one of this project is to complete a feasibility study, at the request of the IEDC. $24,000 will be obligated to complete this study.  A feasibility study helps to determine the possibility of overall success for your sports complex before you invest significant amounts of your time and money. Sports Facility Advisory feasibility studies strive to be as objective as possible and show you a realistic idea of your success.
The INDOOR SITE, located in Scottsburg, would consist of indoor facilities. This fieldhouse would include at least 10 convertible basketball/volleyball/tennis/pickleball courts and soccer fields. This would allow the region to utilize the fieldhouse year-round for games and tournaments. 
The approximate timeline for the feasibility study is August 1, 2022 through September 15, 2022.
Intended Outcomes: increase in tourism revenue; enrollment in local schools increases through new residents to region; increase in housing and property values; improved health outcomes resulting in decreased health care costs (decreased rates of obesity and overweight in both children and adults, increased physical activity in all ages, etc.); attract and retain residents and businesses by improving amenities and quality of life/quality of place in region.

Align Southern Indiana leads a collaborative effort to create a “Comprehensive Regional Integrated Trails Master Plan” which will identify and prioritize for future development an integrated trails and parks system that will connect the five-county region. 
The trail will be planned and designed through partnerships with Clark, Floyd, Harrison, Scott and Washington Counties, as well as other local organizations. The project is expected to take approximately 18 months for completion; and will provide an all-inclusive, connecting trail system for walking, biking and other activities.
The region will be connected by world-class trails, bikeways, greenways, and walkways, linking people to the nature, history, and communities of Southern Indiana. The area will promote active, healthy outdoor lifestyles, while vibrant, connected communities will benefit from sustainable, alternative transportation and recreation opportunities. A regional trail system will encourage economic development, attract and retain a talented workforce, stimulate growth by increasing tourism and visitation, and increase property values, strengthening Southern Indiana as a safe, welcoming place to live, work and play.

One Southern Indiana (1si) is collaborating with the Indiana Small Business Development Center (ISBDC), Caesars Foundation of Floyd County, Washington County Economic Growth Partnership, and several other community partners, to establish a Small Business Revolving Loan Fund (The ONE Fund), which will provide small business education, business programing and lending with a sustained focus on minority and rural communities.  
The ONE Fund will provide small business owners an all-inclusive resource where they can receive education, counseling, mentoring, match-making, financial literacy programs and lending to individuals and business owners.
Funding received from the READI initiative will be utilized specifically to fund the daily administration and management costs of the program. READI funds will be utilized for 3 years (2022 – 2024). 1si staff members that will perform administrative functions for The ONE Fund include: Controller, Chief Revenue Director, Small Business Navigator and Accounting Assistant.
The ONE Fund will allow start-ups and existing un-bankable businesses to get lending. The program expects to do average loans of $15,000 per loan and manage a portfolio of 16 – 20 small business loans once the program levels off.

The Salem Municipal Airport Capital Improvement Plan approved by the FAA will extend the current runway to 5,000 feet from the existing 3,000 feet (opened in 2019). This expansion and growth, funded 90% FAA, 5% State and 5% local when completed will result in new and expanded economic development opportunities. The Salem Municipal Airport project includes improvements to the existing T-Hangar, a new 10 Unit T-Hangar, 80' x 80' maintenance hangar, grading & paving of lease space for private hangars, drainage Improvements, a fixed Jet-A Fuel point, infrastructure for an AWOS system and the extension of water supply, sanitary sewer, and drainage improvements. The READI funds will be used for design services,  extension of water line, extension of sewer line and lift station, and terminal area grading for drainage. The approximate timeline for this project is March 2023 through December 2026. Intended Outcomes: The enhanced airport will be a key factor in facilitating corporate and industrial relocation to the Salem area.  The enhanced airport will also allow the City of Salem to take advantage of the overcrowding at the Metropolitan Louisville area airports by providing an alternative for private and corporate air traffic

The City of Salem, Lake Salinda project is to further develop an under-utilized asset. Added features will include the following: an art installation, an electric access for camping, a mountain bike trail of over 5 miles, a new kayak launch for all ages, shelter house picnics, a walking trail has been engineered to gain access back to the City of Salem, a remodeled pump house, and a new bathhouse.The READI funds will be used toward the construction of the bathhouse in place of an outdated current two-stall restroom building. This will include demolition of the existing structure, a new building pad, plumbing for 4 showers, 6 sinks and 6 urinal/toilets, ADA compliant walkways/urinals/toilets/showers/sinks, electric, painting, etc. It will be owned by the City of Salem.The approximate timeline for this project is September 1, 2022 through December 31, 2026. Project partners are Washington County Community Foundation and City of Salem. Intended Outcomes:  Draw visitors from neighboring counties and be another option for outdoor enthusiasts to escape to a rural area. The walking path will draw visitors to the City of Salem and impact the local economy. The pumphouse sits on State Road 135, with easy accessibility and view. Outdoor activities to encourage healthy living and good mental health.

Upgrades and improvements to the existing Charlestown Wastewater Treatment Plant will replace aging infrastructure and increase processing capacity to meet current and future processing needs due to planned industrial development and population growth. The wastewater treatment plant is reaching capacity and will not be able to provide adequate treatment processing to customers in the service area. Furthermore, ongoing and planned future commercial and industrial development within the River Ridge Development Authority (“RRDA”) property make reliable wastewater treatment capacity crucial. 
The City of Charlestown has been working with RRDA to begin the process of upgrading the treatment facility to accommodate the needs of the City, as well as the future economic development needs of the RRDA. The project will increase the capacity of the City of Charlestown’s wastewater treatment plant from 2.2 (MGD) to 4.0 (MGD) with the ability to expand to 6.0 (MGD) in the future if needed. The READI funds will be used for concrete for the following structures, as well as process piping, if available: Headworks Structure, Aeration Basin Structures, New Clarifier Structures, UV Disinfection System Structure and Process Piping. Construction is expected to begin in April 2023 and be completed by August 2025.

The City of Jeffersonville seeks to expand the North Wastewater Treatment Plant to increase processing capacity to meet current and future processing needs due to planned industrial development and population growth. Currently, the North Wastewater Treatment Plant serves not only Jeffersonville residents and the River Ridge Commerce Center, but also provides wastewater treatment for approximately 1,000 homes and businesses located outside the Jeffersonville corporate limits. This expansion will serve new industrial growth at River Ridge (including the 1,000-acre Mega-site) and approximately 2,500 residents in Charlestown, the Town of Utica and areas of Clark County.
The project will increase the capacity of the City of Jeffersonville wastewater treatment plant from 3.0 (MGD) to 6.0 (MGD), and the peak design flow rate from 9.0 MGD to 18.0 MGD. The READI funds will be used to pay for the construction of a new oxidation ditch with biological nutrient removal, aerators and mixers. Construction began in November 2022 and is expected to be completed by February 2025.

The Star Valley Event Center is a planned multi-purpose facility that will sit on the south side of Borden Community Park next to an amphitheater that is currently under construction.  The Event Center will include internal/external restrooms, a kitchen/concessions area, a tourism office, and an event/meeting space. Together, the Event Center and Outdoor Amphitheater will support a calendar of year-round indoor and outdoor events.  These include festivals and other annual events as well as weekly events like the weekly Borden Sunshine Gang meeting.  The Borden Sunshine Gang is the largest and most successful senior program in southern Indiana. The READI funds will be used for the following: Complete the construction of the Amphitheater near the Event Center location, engineer and design for the Event Center, engineer, design, and construction for all utilities to the building, construct 76 parking spaces, and construct the sidewalk that will be the length of the Event Center.  The approximate timeline for this project is July 2019 through September 2023. Intended Outcomes:  Increase length of stay for existing visitors to Starlight attractions, additional amenities and events to attract new visitors, launch point for future commercial tourism offerings in Star Valley, small town/rural economic development and jobs creation, and strengthen brand recognition as a regional, and then national, tourism hub.

“Current 812” is a project with Class-A amenities by Denton Floyd Real Estate Developers. Current 812 calls for creating the first sections of a street grid which will set the table for at least three additional town-owned sites to be converted into mixed-use developments. The Town will begin construction on the street grid, effectively opening up an additional two blocks of development, the majority of which will consist of 168 upscale 3-story townhome condos/apartments and a 1-acre linear park. The READI funds will be used for construction of the street grid for three new developments, one of which (Denton Floyd’s Current 812 project) is currently under construction and set for completion in Q4 of 2023. The approximate timeline for this project is July 2022 through November 2024. Intended Outcomes:  Population growth of 3,000 new residents, $100 million in tax generation in local property taxes, and creation of 750 new jobs.

The South Monon Freedom Trail will be an extension of the Ohio River Greenway Trail which borders the Ohio River along the New Albany, Jeffersonville, and Clarksville shoreline. The extension will bring the benefits of a considerable amount of pedestrian and bicycle traffic exploring Greenway Trail and adjacent communities to interior communities throughout the region. The trail would connect five Indiana counties, eight towns and cities, and three additional cities/towns by way of the 7.5 miles of the Ohio River Greenway Trail. The conversion of this former rail to a trail along the 68-mile corridor would represent the longest such trail in Indiana. Development along the regional trail system seeks to expand trail access to residents currently lacking trail amenities to access the regional benefits of the Ohio River Greenway Trail. The READI funds will be used for construction of the trail, specifically the portion of the trail beginning at the existing Ohio River Greenway levee wall and ending at the northwest corner of the cemetery at the south end of the golf course. The approximate timeline for this project is October 2022 through August 2026. Intended Outcomes: Enhance desirability for relocation and population growth throughout the southern Indiana region.  Connects residents and tourists alike to cultural opportunities providing economic benefits throughout south central Indiana.

The Sellersburg Family Scholar House will be a 38-unit facility serving 75-100 residents, providing housing and comprehensive services to assist low-income individuals, with a focus on those who are single parents and young adults formerly in foster care. The facility will be located adjacent to the Ivy Tech Sellersburg campus on land currently owned by the Indiana State Police Post. A framework has been developed that would facilitate a land transfer and sale that would create the needed footprint to construct the FSH facility. Through wraparound services, participants have support needed to pursue degrees, certifications, or apprenticeships in fields of their choice leading to self-sufficiency through livable-wage careers. The foundation of the FSH-Ivy Tech partnership is built on a decade long relationship dedicated to supporting nonresidential participants attending Ivy Tech. The campus also provides an office for Family Scholar House at no cost, allowing FSH teams a prime location to serve all their Southern Indiana participants. READI funds will be used for construction costs connected to the Family Scholar House facility. The approximate timeline for this project is Spring 2024 through Winter 2025. Intended Outcomes:  The addition of affordable, safe housing, coupled with on-site family advocacy and academic coaching, allowing Family Scholar House to provide comprehensive wraparound services for Southern Indiana’s most vulnerable families and individuals.

Hanover College is partnering with Ivy Tech-Madison to develop a Veterinary Teaching Center (“VTC”). The goal is to produce highly skilled veterinary professionals, meeting critical shortages and supporting growth by expanding a key workforce and increasing post-secondary educational attainment.
The VTC will offer a 2+2 Doctor of Veterinary Medicine program in partnership with Western University of Health Sciences (Pomona, CA) and an Associates of Science in Veterinary Nursing degree offered by Ivy Tech Community College-Madison. READI funding will be used toward design, construction, equipment and furnishings costs for the animal dissection facility. Design process is anticipated to begin in March 2023 with the completion of construction in July 2024. 
The project will create a hub, talent attractor, and economic development engine for innovation in the pet health, agribusiness, agritourism, and biomedical industries.  Additionally, the VTC will drive population growth by attracting students from across the nation and embedding them in IN through hands-on learning experiences, clinical placements, and job opportunities.

The entrepreneurial and laboratory projects will help to develop Novaparke’s capabilities as an engine for innovation. The construction projects will provide additional entrepreneurial and laboratory space at Novaparke’s Whistle Stop campus. The facilities will provide space for the development of start-up companies in life science, advanced manufacturing, bio-technology, space and defense sectors. Entrepreneurs will have access to resources through a collaboration agreement with Indiana University Southeast. Additional lab space will be utilized with the assistance of the university to foster innovation and research. The renovation of two existing historic barn structures on the farmstead lot will create 10,000 square feet of space for entrepreneurial services including office, conference, classroom, and maker space. The construction of 10,000 square feet of laboratory space will house clean room facilities, wet/dry laboratories, and office space for start-up companies. The Floyd County Redevelopment Commission is the owner of Novaparke and the Redevelopment Commission will manage the park operations as it relates to the entrepreneurial center. The READI funds will be used for construction of: Innovation Parkway and SR 64, Exploration Way and Parking lot for Building 4, Streetscape 64 Corridor Gateway, and the laboratory and entrepreneurial space (Building 5). The approximate timeline is March 2021 through December 2023

Origin Park's Phase I establishes a conservancy-driven iconic public landscape that will elevate Southern Indiana's position as a community of excellence with an unparalleled quality of life for all local residents. The park will reshape and heal an urban and blighted waterfront, converting it to a landscape that will host millions of guests per year, interpret our unique cultural diversity and heritage, support walkable neighborhoods attractive for families and businesses, and help protect the region against the impact of Ohio River flooding. Phase I includes the region’s first special events center on the Ohio River, three miles of new roadways with private sector multi-use and infill development opportunities, trails, architectural features, restrooms, trailheads, parking, and artist-in-resident resources. Phase I addresses the park’s first 150 acres.  The READI funds will be used for the Event Center construction expenses (demolition, earth work, utilities, drainage systems, signage, roadway and parking areas, trails and gardens, the Event Center building, an open-air pavilion, plantings, and landscape improvements). Supporting partners include Town of Clarksville, Blue Sky Foundation, Ogle Foundation, and numerous others. Approximate timeline is April 2022 through October 2026. Intended Outcomes: Attracting and retaining talent, increasing home value, spurring economic growth and creating quality jobs, improving community health measures and workforce productivity.

The housing development is located on a 29-acre parcel along N. Shelby Street in Salem. The subdivision will consist of 22 housing units, as well as streets, curbs and gutters to support the development.  The project location allows access to amenities such as the Salem Community Schools, the Washington County YMCA, and established walking paths to provide connectivity to downtown Salem. The READI funds will be used for the SR 135 permit from the state and the SR 135 New Public Road Approach. The approximate timeline for this project is January 2023 through September 2023. 
 Intended Outcomes:  To develop mission-critical workforce housing in the region and draw new residents to the area.

The Mulberry Street Arts Corridor is located on Mulberry Street from Main Street to Second Street with the Neighborhood Market being located at the south-west corner of the corridor. The Mulberry Street Arts Corridor project is saving one of the region’s most intact early 19th century commercial blocks from years of disinvestment. This project turns an eyesore surface parking lot into a multi-use property which includes parking, landscaping, greenspace, and seating. The parking lot improvement will turn the new Kindness mural into the focal point of the district and add much-needed amenities and parking for tourists. 
The design of the project will be funded using local resources and READI funds will be used for the completion of the construction. The approximate timeline for this project is May 2022 through November 2023. Intended Outcomes: Improve quality of life, which will attract new residents to the region.

The Madison-Milton Bridge Gateway and Illumination project is a private-public partnership that enhances Madison’s riverfront. The READI funds will be used for construction of the following improvements: The City of Madison will be transforming its newly acquired properties at the foot of the bridge into a small park and a rest stop. The City will increase the curb appeal by adding landscaping, properly maintained asphalt parking lot, and a park-like setting across the new welcome sign. This space will also provide parking for those wishing to take a photo with the new welcome sign or to walk across the Madison-Milton Bridge. The City of Madison, Indiana has committed to supporting this project. The approximate timeline for this project is May 2022 through December 2027. Intended Outcomes: Improve quality of life, which will attract new residents to the region.

The Town of Borden and Town of Sellersburg are unifying efforts for wastewater service within each Town and central Clark County as a whole. Project includes: construction and connection of a new regional wastewater station within the Town Center District of Sellersburg and a new forcemain that will connect to Borden's WWTP. This will allow the Starlight Community to connect directly to Borden via Star Valley Way and provide Borden with much needed capacity for future growth without WWTP expansion. The Indiana State Recreational Area (Deam Lake) will also connect to eliminate the need for the outdated IDNR owned WWTP. Also included are upgrades within the Borden collection system and installation of new gravity sewer lines along Star Valley Way to the existing businesses in Starlight to provide service to current and future developments. Partnerships include: Regional Development Authority, Town of Borden, Town of Sellersburg, Indiana Department of Natural Resources, Indiana Finance Authority, and United States Department of Agriculture. The READI funds will be used to complete design and engineering. Approximate timeline is November 2022 through March 2023. Outcomes: Provide Borden with needed capacity for future growth.  Connect to Deam Lake to eliminate the need for the outdated IDNR owned WWTP. Installation of new gravity sewer lines along Star Valley Way to the existing businesses in Starlight to provide service to current and future developments.

This project is the first phase of a seven-mile multi-use trail connecting the downtown historic district of the City of Madison, Clifty Falls State Park, the Hanover College campus, and the Town of Hanover. The trail will link with closed loop trails in both municipalities and the state park, the Hanover College campus, as well as with River Bottom Road. Phase 1 will run from the City of Madison to Clifty Falls State Park.The city will partner with the RDA on this project by providing project management.  The county will partner by contributing toward the construction gap. This project has been awarded a NextLevel Trails grant from DNR. This grant will cover the additional funding needed for the design/engineering and construction gap.The READI funds will be used towards the design and construction of Phase 1.The approximate timeline is January 2023 through May 2025. Outcomes: The trail will improve health, quality of place, and quality of life for area residents, linking the county’s two largest municipalities with a safe route for pedestrians and bicyclists and facilitating the active movement of residents, state park visitors, and Hanover students. Will create a unique visitor experience bringing economic benefit to area businesses and attracting additional residents to the region.

In June 2018, a fire devastated the structure and forced the Friends of the Ohio Theatre to close the theatre to the  The closing of the Ohio Theatre, located two blocks north of Bicentennial Park on Madison's Main Street, has created a deficiency in our region of designated indoor space showcasing arts and culture. With this gap, the renovation of the Ohio Theatre is a greater priority. The project will be split into 2 phases: Phase 1- Facade and Marquee restoration. Phase 2 - Interior restoration. The Friends of the Ohio Theater (owner - nonprofit) will partner with the RDA on this project by providing the additional funding needed for the design/engineering and construction gap. The READI funds will be used towards the construction of the exterior facade and marquee restoration. The approximate timeline is May 2022 through December 2024. Outcome: The outcome of this project will facilitate the completion of the exterior renovations of the historic theater located within downtown Madison. This will complete phase 2 and 3 of the project. The exterior renovations include restored windows, brickwork, and functioning marquee.

This project will complete the plans from 2009 for the city’s Bicentennial Park, located at the corner of Vaughn Drive and West Street. Given the lack of dollars, the project will be split into 2 phases: Phase 1- Parking and site improvements in support of the permanent structure. Phase 2 - The Main Permanent Structure as envisioned, creating the only outdoor music venue in Jefferson County. The City and Redevelopment Commission will partner with the RDA on this project by providing the additional funding needed for the design/engineering and construction gap.The READI funds will be used towards the construction of the parking and site improvements. The approximate timeline is January 2023 through May 2024. Outcomes:The Indiana Music City Amphitheater parking improvements will transform a blighted surface parking lot into a multi-use space. The space will include improved walkability, added landscaping, a pocket park, and  a parking destination for food trucks during events

The project includes the creation of a comprehensive strategic economic investment and land use plans. The activities include data collection and research, public input sessions, stakeholder interviews, and synthesis to compile a strategic direction to guide Washington County for the next ten years. In addition, a compilation of existing land use planning ordinances, mapping, and replacement/update of ordinances to be adopted by the commissioners.The READI funds will be used to create a comprehensive strategic economic investment and land use plans, including finalizing existing land use recommendations from the Washington County Plan Commission and identifying strategic economic investments in county owned assets as well as workforce and other economic development opportunities.
The approximate timeline is April 2024 through December 2024.

This project includes improvements and repair of the Scott County YMCA building, specifically in the pool area.  The READI funds will be used for roof replacement, masonry repair, steal structure maintenance, metal doors, trim replacement and Design & Engineering services. The approximate timeline is August 2024 through August 2025.  Intended Outcomes: Safe, sound, secure exterior structure to renovate interior and use. Scott County YMCA and the Lilly Endowment Inc. will be providing matching funds.

The project centers on developing a new Ivy Tech Sellersburg entry and access road off CR 311 that also facilitates access to a new Family Scholar House facility and the current Indiana State Police Post. The road is to be located adjacent to campus directly along the west section of the Indiana State Police Post. Ivy Tech Sellersburg will own the new entrance and access road, incorporating both into the campus footprint. The campus will be responsible for developing and constructing the entry and access road, as well as ongoing maintenance. Sustainability of the new entrance and access road will be supported through the Ivy Tech Sellersburg operating budget and funds sought from the College's state resources dedicated to campus roads and parking.The needed land transfer from the Indiana State Police to Ivy Tech has been completed. In conjunction with that transfer, a land conveyance agreement between Ivy Tech and Family Scholar House has been completed, providing a footprint for construction of the Family Scholar House facility and parking.The new entrance will sync with the traffic light at the Camp Run Parkway intersection. A nominal amount of work will take place on the current Ivy Tech Sellersburg campus entrance to coordinate with the new entrance standards and slightly widen the front section of the Exit right turn lane. The READI funds will be used for construction of a new entry and access road. The approximate timeline is September 2024 through May 2025.
