Sewer repair/upgrades for Catalent expansion project (see attached map). Catalent will invest $350 million in its facility in Bloomington, Indiana, to expand biologics drug substance and drug product manufacturing capabilities. Among other things, Catalent produces COVID-19 vaccines.
In order to complete this expansion, the City of Bloomington must replace 1,570 feet of 18" clay sewer pipe with appropriately sized pipe from the facility to the sewer main and improve the sewer system downstream of the company one mile along an arterial corridor as it is close to maximum capacity when analyzed peak flow condition. Design work to commence immediately upon approval with the project completed by December 2026.
Replacement of the transmission and distribution lines will allow Catalent to expand its Bloomington facility. This expansion will add over 1,000 new jobs to Catalent's Bloomington workforce at an average wage of $32/hour.

This funding will assist in the development of a six-building, 64 unit complex with a mix of one- and two-bedroom units.  These funds will specifically help in the development of 10 one-bedroom units designated for households at or below 65% AMI rented at HUD rent rates for an affordability period of 20 years.  The remaining 54 units will be marketed as workforce housing with a starting rent of $650/month.  The tenants will have access to Smithville Fiber broadband service.  Infrastructure is underway, funded by City of Jasper TIF funds, and is expected to be completed in December 2022.  Construction on the first phase, which will include the 10 subsidized units, will start immediately following and is expected to be completed by December 2023 with the entire development completed June 2024. The project will increase the supply of long-term affordable housing for households that experienced associated pandemic impacts.

Cook Group's Workforce Housing, LLC will develop a neighborhood in Spencer, Indiana (approximately 60 acres) that is targeted for middle-income wage earners ($50,000-$99,000) who are employed at Cook Medical and Cook Group companies in the Indiana Uplands region. They will build 99 single-family homes for owner occupancy (rentals will not be permitted per the property covenants). The units will be primarily three-bedroom houses, with two bathrooms and an attached two-car garage. Some units will be four bedrooms. All homes will be stick-built and constructed on a concrete slab with a mix of single-story and two-story. The floor plans will range between 1,300 - 1,650 square feet. All homes are planned to be electric-powered with energy efficient heat pumps and water heaters. Fiber will be run to every homesite by South Central Indiana REMC. The exterior facade materials of the homes may include vinyl siding, metal siding and mock stone. All home sites will have a concrete driveway and sidewalk leading to the front porch/entry. READI funds will be used for a sanitary and stormwater sewer extension, lift station, water main extension and roadway paving. Water remediation includes preservation of two wetlands on the property. Project will begin as soon as possible and be completed by 12/31/26.

The City of Jasper has been working for years to develop a plan for the replacement of its Courthouse Square infrastructure and the revitalization of the entire downtown area. The city will use READI funds to replace its waterlines that are 100+ years old. This will increase water quality, capacity and pressure which will improve water access to businesses and residents in the area. It will also improve fire protection in the area. The entire project will start on 11/1/2022 and will be done by 9/30/2024.

This project focuses on making major improvements to the park located in West Baden Springs by creating a county-wide mural trail that will connect the communities of West Baden Springs, Paoli, and Orleans. This is currently the only park for children, families, and students to access that live or attend school in French Lick and West Baden, commonly referred to as Springs Valley. The READI funds will be specifically for the multipurpose trail including the stone, grading, concrete, and lighting. This will take place 12/1/22 through 5/31/22. The trail will be used to support student athletes from Springs Valley School Corporation, as the school system does not have a Cross Country course and is unable to host “home” meets. The trail will also allow the community to host events, stimulating the economy. We have partnered with Town of West Baden Springs, Town of French Lick, Orange County Community Foundation and others to obtain funds for this project. An additional parcel purchased by the Town of West Baden will be used to create a baseball and soccer field. Their funds will go towards making spaces handicap accessible, providing maintenance and paint to existing playground equipment, alleviating flooding, while improving restrooms, security, electrical work, concession stand extension, and 4 dugouts.

The Huntingburg Alley Activation Project is located in Huntingburg's historic downtown district, connecting businesses and quaint specialty shops on 4th Street to Memorial Gym on 5th Street. This alley also serves as an access corridor to a number of local retail establishments, restaurants, and the post office. A section of the alley was recently converted to pedestrian-only, which will allow for quality-of-place design features including, planters, lighting, public art, and outdoor tables and chairs that can be utilized by patrons of nearby restaurants. READI funds would go towards bidding and construction costs, public art, and furniture. Enhancing the alley with new pavement and public art will create a warm and inviting environment to provide a safe and lighted walkway to the downtown district. The project is expected to start in November 2022 and last until July 2023. The Huntingburg Alley Activation proposal stems directly from Indiana University's Placemaking Studio: a collaboration between the Center for Rural Engagement (CRE) and the Eskenazi School of Art, Architecture, and Design's ServeDesign Center. For the Huntingburg Alley Activation proposal, Eskenazi School is working in collaboration with the City of Huntingburg's Office of Community Development, Huntingburg's Main Street Program, Destination Huntingburg, and local business and property owners on a series of projects to increase walkability and public space within existing alleyways in the downtown area.

The City currently owns a vacant lot located in the heart of downtown, used as a parking lot for semi-trucks and construction equipment. This project is to develop a downtown park, consisting of a green space with an open roofed pavilion, sidewalks, benches, trash receptacles, lighting, fencing, trees, landscaping, signage and possible stage equipment. READI funds will specifically be allocated to moblization/bonding/insurance, utilities and sidewalk/concrete work. Future additions to the area would include a restroom facility, small children's playground and potential Wi-fi hotspot access. This venue would bring new opportunities to the community and allow for future development of programs and activities that currently do not exist for City residents. This area would be a prime location for hosting food truck events, festivals, outdoor movies, a Farmer's Market, concerts, annual summerfest, cultural and exercise programs for adults and children, holiday themed events, and other planned activities. The City of Loogootee is supporting the project as well as a private resident.

The Bloomfield Park Plan is a five-year plan that was adopted in 2020 but updated this year and was re-approved by the Indiana Department of Natural Resources through 2028. The plan was developed with community input via forums, surveys, and meetings and includes many resources for the conservation of water, material use, energy use, wildlife habitat as well as sustainable park design. The project is to update and/or renovate an existing park space within the Town of Bloomfield. The project includes playgrounds, sidewalks, and recreational surfaces such as pickleball and ball courts. It will also add new park benches, picnic tables and other amenities. The READI funds will specifically cover the pickleball court (coating, fencing, lighting, and asphalt) as well as asphalt repair.  The project will start as soon as possible and be completed by 12/31/2024. The Town and the Helen Hunt Endowment housed with the Greene County Foundation are the supporting partners with this project.

This project centers around outdoor facility upgrades for the new Brown County Early Education Center. The interior of the EEC is state of the art; however the outdoor space is comprised of a playground area surrounded by a crumbling brick wall that is topped with rusted fencing which runs alongside a noisy state highway. The existing playground equipment is not safe for children below the age of 6 years. Also, there is no access to shade and existing concrete walkways are an unsafe distance from all playground equipment. The current space does not meet requirements for a Licensed Childcare Center and therefore, they must comprehensively address the playground by the fall of 2024 to meet licensing requirements or face forced-closure of the EEC. For this reason, the EEC has prioritized rehabilitation of the outdoor learning space before expanding the program to serve one-year-olds and newborns. The largest component of the project involves the installation of an outdoor classroom and natural playground that is a safe, educational, and naturally engaging with green space. That work will follow site demolition and remediation of the brick wall and fencing paid for through a grant from the Rotary Club of Brown County in coordination with Brown County Schools bond issuance. READI funding is requested for playground equipment and installation. The project is planned to start is November 2022 and be completed by August 2023.

This project is for a water main extension to provide water service to existing homes in Owen County along State Road 67/231. This area is currently serviced by failing private residential water wells, as they contain coliform, a contaminant from a pig farm that was previously in the area. This project would install 9,800 linear feet of water main providing treated water to people (60% of which are on fixed incomes) and businesses along this corridor south of Spencer. Associated hydrants, valves, service lines and appurtenances will be installed to complete the project. It will be funded in part by the BBP Water Corporation (State Revolving Loan Fund). READI funds will help with project affordability for future water users. This project will provide a critical service to a growing area. The anticipated start date would be June 2023 and completed in August 2024.

Build a pipeline of masters of social work student interns from Indiana University and University of Southern Indiana working for Youth First in Uplands schools and bring needed licensed mental health professionals to the region. Youth First is implementing responsive, outcomes-guided model of mental health prevention and early intervention for youth. Social workers delivery broad educational presentations, small group sessions, and establish a no-fee caseload for high-needs students. READI funds will go to fully funding four paid internships- 2 MSW students from Indiana University and 2 from University of Southern IN. READI funds will also fund salaries and expenses for 10.3 FTE social workers and clinical supervisors serving the Uplands. Over 8,000 youths will continue to have access to free mental health support. The project has community buy-in from several Uplands schools- Barr-Reeve, North Daviess, Washington Community, Washington Catholic, Holy Trinity, Mitchell, Loogootee, Orleans, Paoli, and Springs Valley. Youth First works to both provide students with mental health care while also attracting and retaining social work employees to the region. The project will start as soon as possible and be completed December 31, 2024.

ROI will serve as the intermediary organization to lead and coordinate all aspects of the UpSkill Work & Learn program. UpSkill is a youth apprenticeship model focusing on the job training, postsecondary credits, and industry recognized credentials and/or certificates. High school students apply during their sophomore year, interview with employers prior to being selected as paid employees while also attending high school and completing industry recognized certificates and/or postsecondary credits. Partners include K-12 and postsecondary institutions and regional employers. Over the course of three years, UpSkill will be implemented in all eleven counties of the Indiana Uplands region. A pilot is currently being implemented by ROI in six Uplands counties with the goal of scaling to all eleven.

Program costs include salaries and wages, website development, training materials, apprentice support, events, education stipends, certification exams, marketing and communication and program administration. READI funds will be used for all aspects of the program. The program is expected to start in January 2022 and continue through December 2026.

In 2018, the Dubois County Park and Recreation Board developed a Master Park Plan to guide the Park in adding amenities that would enhance the quality of place for existing and new residents of the area. The Dubois County Park and Recreation is requesting READI funding to begin Phase II of the Master Park to update and enhance the park's central activity zone. The Board has determined that constructing a splash pad is the priority. Basketball courts, tennis courts and playground equipment are needed upgrades as well but are all dependent on quotes submitted for the splash pad. These upgrades will be considered if enough funding is available. A pickle ball court is also in consideration. Phase I of the project is currently underway and includes adding RV campsites, a restroom, and handicapped accessible trails. The Board will use its yearly budget allocation of $75,000 for the $225,000 in public match over 3 years. Partners include Hafer Design as construction manager, Indiana 15 Regional Planning Commission, Dubois County Auditor. Received support letters from residents, Dubois County Foundation, County Commissioners, County Council, Chamber of Commerce, City of Huntingburg and the City of Jasper. Design of activity zone will begin on January 12, 2023, with the project expected to be completed by December 31, 2024.

$10 million in Uplands READI funding will go towards investments in microelectronics or development costs to support infrastructure needed for the build-out of an advanced packaging microelectronics foundry (Foundry 2.0). A portion of the $10 million allocation will be used to hire an engineering firm to design and implement the infrastructure work at the technology park. The facility will house multiple microelectronics companies and will focus on designing and producing custom chips for the DoD in smaller quantities than a traditional semiconductor manufacturing facility. Foundry 2.0 will be a secure facility with unique testing capabilities to ensure that chips produced for the DoD are trustworthy and reliable in a variety of conditions. Foundry 2.0 will capitalize on and enhance NSWC Crane’s national leadership in trusted and assured microelectronics for the DoD. The 100,000 SF facility is estimated to cost $100 million and would create 300-400 jobs and would house as much as $300 million in equipment. Engineering and design is scheduled to start immediately upon approval. Timeline: November 2022 is the estimated groundbreaking.

Stewart Park (Park) is comprised of 23.43 acres and is located in the Town of Ellettsville. The park is parallel to State Road 46, a major artery connecting travelers to Owen County to the west and the City of Bloomington and Monroe County to the east. The Park contains a barn that was constructed in 1940. As an enrichment to the community, Ellettsville is seeking funds to transform the barn into the Ellettsville Heritage Center. The Ellettsville Heritage Center would be a cultural facility for plays, concerts, classes, cultural development, artistic enrichment and a gathering place for people in Ellettsville and Monroe County. The interior of the barn will be transformed into a community gathering place complete with restrooms, meeting rooms, networking area and galley kitchen. The facility will be ADA accessible and will be open for free use to the community. The exterior the barn cannot remain because of current building codes. A 15-foot stage will be added to the north side of the structure. Wi-Fi will be provided at the facility, as well as all utilities: electric, water and sewer. To the west of the Ellettsville Heritage Center, an area of ground will be removed for an ADA accessible parking lot and will be replaced with block to prevent soil erosion. Partners: Bynum Fanyo, Envision Ellettsville. The project is estimated to begin in January 2023 and be completed by December 2024.

Using READI funds, the City of Bedford will rehabilitate and update the historic Welcome to Bedford Limestone Derrick on Highway 37, while also making it a tourism destination, serving as a gateway to the Limestone Capital of the World, attracting visitors to the region. The Limestone Derrick was erected as a Welcome to Bedford sign in 1978, and originated from one of Indiana Limestone's quarries, who is famous for their Empire Quarry. The project will install a concrete pathway to the Bedford Derrick, illuminated and visible at night. The pathway will lead to the derrick, where there will be landscaping and fencing so visitors can closely see the details of the derrick and the limestone it holds. The project will install a limestone block bench and a tourist information sign that details the history of the derrick and the limestone industry in the community. A second phase of the project using only city money will fund the installation of the Land of Limestone Exhibit at the StoneGate Arts and Education Center, a permanent and free exhibit open to the public, detailing the important history of the limestone industry throughout the entire region. The exhibit already exists and is in storage ready to be placed. READI funds will go towards updates to the historic Welcome to Bedford Limestone Derrick as phase one of the project. Partners: StoneGate Arts and Education Center. The project is estimated to begin in Jan 1 2023 and be completed by December 31 2023.

READI funds to be used for infrastructure (sewer, water, sidewalks, roads, etc.) to support the construction of 27 single family 3-bedroom homes in French Lick, Indiana (Orange County). Each home will be 1,507 sq ft as stick-built with slab-on-grade construction. Home price will be between $155,000 and $175,000, targeting workforce housing development. Partners include: Town of French Lick, Redevelopment Commission, Orange County Economic Development Partnership, French Lick Resort, and Springs Valley Regional Water District. The development will connect recent improvements on the south side of the subdivision and extend a new 24-foot wide street up to Klondike Street on the north side. The new road will serve the new subdivision and allow emergency vehicles and buses to access existing homes which do not currently have access to these services. The proposed water, storm water, and sewer improvements will also serve the existing 50 - 55 homes and allow the surrounding areas to be developed in the future. In November 2022 preliminary engineering will begin, bids opened in April 2023, and infrastructure complete August 31, 2024. Housing development to begin in March 2023, with all 27 homes complete June 1, 2027. The project serves the Orange County Workforce Housing Development's goal of building attainable housing units that are suitable for individuals or young families that are currently in the workforce or as a tool to attract new workforce to the market.

Following the announcement by Governor Eric Holcomb that the Indiana Department of Natural Resources will allocate $29.5 million toward the acquisition and development of the Monon South rails-to-trails project, the Indiana Uplands is designating $1 million to be used for design and engineering work on the corridor, in collaboration with Radius Indiana. 

Partners in this project include leaders from the Cities of Salem and Mitchell, and  the towns of Orleans, Campbellsburg, New Pekin, and Border, and county government officials from Clark County. Working together, these partners have already collaborated to develop a design sketchbook that provides models for trailheads, signage, and design profiles of the trail. 

Together, these partners will oversee the selection and activity of a consulting engineering firm that will do the design work needed for construction of the trail. Construction expenses will utilize the grant funds provided by DNR’s Next Level Trail program to construct trail segments that are within the boundaries of the municipalities, as well as to improve locations where roads cross the rail corridor, and where the trail can be connected to the New Albany portion of the trail. 

READI funds will be used during 2023 and into early 2024 if necessary to complete the design work of the trail in Lawrence, Orange, and Washington County. READI funds will also be used for lot development costs and acquisition of the Rail Corridor.

The Daviess County 4H Association will use READI funds to support the build of a community-use building on its property that will support the Daviess County 4H clubs, its members, its volunteers and 4H extension activities, but also the Daviess County community as a whole. The building on the current site is a 1950s block building that will be torn down and replaced with a larger, energy efficient building. Partnering with the Kent Corporation Charitable Foundation, individual donors, IHCDA Placemaking and First Federal Savings Bank of Washington. Anticipate the start of construction will be August 2023 and completed by June 2024. The project is part of a 3-year renovation effort on 8 acres of property owned by the 4H. With this project, the Daviess County 4H Association will be able to host companies, families and organizations for banquets, community events and activities to relieve the high demand currently placed on the Daviess County Community Center.

READI funding will go towards the construction of an all-inclusive playground for children at Longfellow Park in Washington, Indiana. It would allow for children in wheelchairs or with other challenges to be able to enjoy a playground. The equipment installed includes an Accessible Play System, Discover Cave, Rock 'n Raft, three shade canopies, swings, Inclusive Whirl, Wave Spinning Seat, SeeSaw, and Gadget Panels. The rubber surfacing is an important component to maximize mobility and safety. The playground area will also include picnic tables, benches, fencing and access paving. Partners include the City of Washington, Developmental Services, Inc., Daviess County Community Foundation, and Thompson Insurance. There has been a significant amount of community involvement and support shown in the amount of direct meetings and support letters. The project will begin in January 2023 and be completed in November of 2023. Comforting Hearts - Washington, Indiana Free Methodist Church will be the nonprofit managing the project. The City of Washington owns the park and will be in charge of all maintenance. Fundraising efforts are still under way for the project.

Program tailored to upskilling individuals to develop new skills or become proficient in in-demand technologies associated with IT administration. Classes are offered 2 evenings per week for 90 minutes for 10 weeks. Individuals completing the program will earn industry-recognized certifications, such as CompTIA Network+ certification and LinkedIn IT certificates. Participants will also receive professional support needed to secure a new job or advance within their existing job. Post-secondary partner, Ivy Tech, provides support through their Career Link program. This program fast-tracks learning to help workers enter the digital economy quickly and address pandemic impacts in related IT fields where talent is lacking. The Dimension Mill will facilitate classes streamed live out to each Code/IT Academy hub throughout the region. There will be an on-site facilitator in each hub and the Mill will work closely in each county to recruit cohorts, implement each 10-week program, and support individuals throughout the program and in placement. In its first year (starting in June 2023), the program will be in Monroe, Crawford, and Washington counties. In year 2, expand to Daviess, Dubois, and Orange counties. Year 3 it will be scaled to Lawrence, Greene, Martin, Brown and Owen counties. READI funds will go towards salaries and wages, computers, training materials, certification exams, and marketing.

The City of Bloomington will use READI funds for the design and construction of a new 350-foot corridor in the 21-acre Hopewell development site, formerly the location of the IU Health Bloomington Hospital. READI funds will pay for engineering and design, roadway construction, utilities, and construction inspections. The brand new Jackson Street will directly support the redevelopment of the 1947 17,865 square foot Art-Deco Kohr Administration Building. The rental housing tax credit project will create 40 units of affordable housing, serving residents 60% and below Area Median Income. The Jackson Street artery will also support up to 400 housing units in the future on additional parcels. Jackson Street would connect to University Street, a main artery through the Hopewell project that will serve as a pedestrian and vehicle traffic corridor and as a centerpiece of public amenity space-- connecting the entire project site. The geographical boundaries is one block west of the corner of W. 1st Street and S. Rogers Street. Partners on the project include other City Departments such as Engineering, Public Works, and Planning and Transportation. Design and construction bidding will be done by the City of Bloomington Engineering Department through the City of Bloomington's procurement process. Westgate Development LLC and general contractor, Wininger Constuction, Inc., will use READI funding to build out infrastructure (water/sewer) for a 90 single-family paired-patio home development in Greene County. The goal is to sell the homes for under $250,000. Each home in the Westcott neighborhood will be stick built on a site over concrete slab foundation. Partners for the project include Smith Design Group, Bynum Fanyo, Smithville, and Greene County Redevelopment Commission. The development is in close proximity to WestGate@Crane Technology Park where a recent announcement was made about the construction of a microelectronics facility that will add around 550 jobs to the local economy. Westcott will help add to the supply of housing needed to meet the demand of workers moving to the region. READI funding for infrastructure will allow the developer to keep costs of housing low for homeowners. 4 units were completed in October of 2021 as spec homes. Bid packages were sent out in January with openings in mid-Feburary. Infrastructure work will begin in the Spring 2023 and be done by December 2024.

Habitat for Humanity of Monroe County will use $315,000 in READI funding to build three affordable homes as part of a larger 69 single family home development. The cost of building one home is around $105,000. Homes are built to attract residents who have incomes in the 25-80% AMI range. Residents must either work or live in Monroe County to apply. The standard debt-to-income ratio will be capped at 43 percent, with 30 percent of gross income expected to go to future mortgage payments and up to 13 percent to other monthly debt. Homeowners have to go through homeownership classes and participate in volunteerism. Partners include the City of Bloomington, Monroe County, Hoosier Hills Career Center, individual donors, local businesses, volunteers, the Financial Stability Alliance, NAACP, El Centro Latino Cultural Center, IU LGBTQ+ Cultural Center, Bloomington PRIDE, Area 10 on Aging, IU's Office of Diversity, Equity and Multicultural Affairs, and other nonprofits serving similar demographics in the community. Will begin construction of homes in Spring 2023 and will finish before December 31, 2026.

The City of Loogootee requested funding to assist in the installation of water and sanitary sewer for the development of 40 housing units located less than 20 miles from NSWC Crane/WestGate at a price-point that should be attractive to the new talent filling the 550 jobs at the Microelectronics Foundry located at WestGate. Lots will be sold at market price and housing will be constructed per buyer's specifications. Sites will be prepared for development and sold. Lots will be .5 to .6 acres and is an extension of an existing housing development. Partners include the City of Loogootee, Martin County Community Foundation, Wagler and Sons Construction, Midwestern Engineers, and Dentons Law Firm. Estimated start time for project is September 2024 and will be complete April 2025. Will be bid as a single project and be completed as a single phase. READI funds will be used for Utility Infrastructure, Site prep, and mobilization.

Bedford’s Infrastructure Project will address sanitary sewer overflows and alleviate hydraulic stress on the east side of the city. READI funds for this project will be used to install a new gravity sanitary sewer line consisting of approximately 3,000 LF of 18-inch SDR 35 pipe from the intersection of 6th and F Street to I Street, and approximately 2,500 LF of 24-inch SDR 25 pipe from I Street to the intersection of 10th and O Street. This sewer line addresses and progresses the City's work in response to the agreed order from IDEM, increases capacity for all future developments, and alleviates burden from General Motors, who will save millions in costs related to hooking on to Bedford's sewer system by this joint investment from the City of Bedford and the IEDC. The project will begin in Fall of 2023 and be completed in the Summer of 2024.

Southern Indiana Development Commission will launch and operate a Regional Land Bank nonprofit to address blighted, dilapidated and unsafe housing in the Uplands region. The program will work in 6 counties-- Crawford, Daviess, Greene, Lawrence, Martin, and Orange, all of whom have agreed and entered into a Interlocal Cooperation Agreement signed by the Indiana Attorney General's office. The goal will be to acquire and rehab these properties to return them to the tax rolls to provide new housing, grow industry, create jobs for residents, and to revitalize and stabilize neighborhoods. The Land Bank will be responsible for the administration of financing, staffing and the budget for the joint undertaking outlined in the Interlocal Agreement. READI funds will be used for mowing and abatement, personnel, facilities, property (clearance, legal transfer, lein clearance), insurance and marketing. Approximate timeline is August 2023 to December 2026.
